According to D K Shivakumar, the Karnataka government cannot bring development this year

DK Shivakumar, the deputy chief minister, made the blunt admission on Wednesday in an effort to help his party's irate lawmakers realize the budgetary limitations brought on by the five assurances. The administration of Congress cannot give development this year.

At the Congress Legislature Party (CLP) meeting on Thursday, MLAs would be informed of the situation, according to Shivakumar.

Shivakumar was responding to a query about MLAs looking for a forum to voice their displeasure over postponed development projects and ministers' lack of accessibility.

"To cover the five assurances, we had to set aside Rs 40,000 crore this year. We are unable to deliver development this year, according to Shivakumar, minister of water resources and development for Bengaluru. "We can't provide (funds for development) even in irrigation and public works." However, standards are high. MLAs have been advised to hold on. At the CLP meeting, we will explain this to them," he stated.

Regarding allocating funds for development, even Chief Minister Siddaramaiah has urged his Cabinet associates to be patient, Shivakumar claimed.

Siddaramaiah unveiled a new budget for 2023–24 earlier this month, allocating more than Rs 35,000 crore for the Congress' five guarantees—Gruha Jyothi, Gruha Lakshmi, Anna Bhagya, Shakti, and Yuva Nidhi—resulting in higher borrowing costs and a Rs 12,522 crore revenue shortfall.

Like Siddaramaiah, Shivakumar cited the former BJP administration as the cause. "The previous administration brought about bankruptcy. Additional bids were floated. He said, "The treasury was drained. "But we had to follow through on our promise to put the guarantees in place. We have been true to our word even in the first year. Therefore, everyone must exercise patience, he remarked.

Shivakumar claimed on Tuesday as well that MLAs have been instructed to stop requesting funding for a year. "MLAs claim to have given people promises. My department, they are requesting projects worth between Rs 10 crore and Rs 300 crore. He stated, "We've requested (MLAs) to hold on for a year.
