Putin likewise opted out of the BRICS conference in South Africa after the Copenhagen city council said it would comply with the ICC's request to detain him as a signatory to the court. Putin has also declined to attend the September G20 conference in New Delhi, despite the fact that India is not a member of the ICC.
Putin has only visited nearby former Soviet Union nations and Iran since the Russian invasion started in February 2022. Prior to beginning military offensives in Kyiv in February 2022, Putin made his presence known in China.

The International Criminal Court (ICC) issued arrest warrants for Putin in March "in the context of the situation in Ukraine". Putin was held accountable for "the war crime of unlawful deportation of population and that of unlawful transfer of population from occupied areas of Ukraine," according to the international tribunal located in The Hague.
"The illegal deportation of the people (children) and the illegal transfer of the population (children) from occupied areas of Ukraine to the Russian Federation are both alleged crimes against humanity committed by the President of the Russian Federation.
