'Completely sane' according to the chargesheet for the railroad officer who killed four people while riding a train


According to the chargesheet filed by the Government Railway Police (GRP), RPF constable Chetan Singh, who tragically killed four individuals, including a senior officer, using his service weapon on board the Jaipur-Mumbai Central Superfast Express in July, has been deemed mentally sound. The chargesheet emphasized that Singh was fully aware of his actions, as reported by the news agency ANI on Monday.

This extensive chargesheet, spanning over 1,000 pages, underscored its conclusion after considering the testimonies of over 150 witnesses. The GRP officers recorded statements from three such witnesses before the Borivali Metropolitan Magistrate court under Section 164 of the Criminal Procedure Code, as outlined in the ANI report.

Furthermore, the investigative process relied on CCTV footage obtained from inside the train, which depicted Singh moving between compartments in search of potential victims.

As per information from the Western Railway cited by ANI, a high-level panel led by the Additional Director General of the RPF was established to conduct a comprehensive inquiry into the tragic incident.

Previously, police officials interrogating Singh informed India Today that he was uncooperative during the probe and provided unrelated responses when questioned about the shooting. While in police custody, Singh also reportedly chanted slogans.

Meanwhile, Singh's attorney alleged that his client was deprived of food for over 24 hours following the unfortunate events.

In the early hours of July 31, Singh purportedly shot his senior ASI Tikaram before proceeding to the B5, and S6 coaches, and the pantry car of the superfast train, where he fatally shot three passengers near Maharashtra's Palghar station using his service firearm. The three passengers who tragically lost their lives were identified as Abdul Kadarbhai Mohammed Hussain Bhanpurwala, Asgar Abbas Sheikh, and Sayyed Saifuddin.

Sumit Thakur, Chief PRO of the Western Railway, previously mentioned that Singh was "not feeling well and lost his calm," ANI reported. However, Thakur clarified that Singh did not engage in an argument with anyone.
