The Manipur government has instituted a policy dubbed "no-work, no-pay" effective from Wednesday, targeting employees who have been consistently absent from their designated workplaces without valid justifications amidst the ongoing turmoil. This measure comes as a response to the noticeable decline in staff attendance across various government offices in the state amid the prevailing unrest.
As outlined in a circular issued by Chief Secretary (DP) Vineet Joshi, government officials failing to fulfill their duties due to the prevailing law and order situation have been temporarily reassigned to Deputy Commissioners, line departments, or field-level offices to ensure continued functionality or to fulfill delegated responsibilities. However, it has come to the government's attention that a significant number of these reassigned officials have either been neglecting their new duties or failing to report for work altogether, which constitutes a breach of conduct and duty under the CCS (Conduct) Rules, 1964.
In response to this issue, the circular underscores the gravity of the matter and instructs deputy commissioners and department heads to maintain attendance registers for these reassigned officials and submit a comprehensive action taken report by March 13. Additionally, it mandates the sharing of attendance records and reports of misconduct with the relevant salary-disbursing authorities.
Furthermore, the directive reiterates the application of the "no-work, no-pay" principle to any official who fails to fulfill their reassigned duties or who remains absent from their designated offices without valid reasons. It calls upon all Deputy Commissioners to ensure strict enforcement of this policy across all offices within their respective districts.
