Bihar adopts a bill to stop paper leaks, proposing a 10-lakh fine and a jail term

The Bihar assembly passed a significant bill on Wednesday aimed at addressing and curbing the pervasive issue of question paper leaks and other malpractices in government recruitment examinations. The Bihar Public Examinations (PE) (Prevention of Unfair Means) Bill, 2024, introduced by State Parliamentary Affairs Minister Vijay Kumar Chaudhary, was approved through a voice vote despite a walkout by the opposition.

This new legislation is designed to tackle the problem of malpractices in competitive examinations, specifically targeting the leak of question papers. This issue has been particularly relevant as Bihar has recently been implicated in the NEET 2024 question paper leak controversy.

The Bill proposes stringent penalties for those found guilty of such misconduct. Offenders could face a prison term ranging from three to five years, along with a hefty fine of Rs 10 lakh. The legislation represents a decisive step towards ensuring the integrity and fairness of public examinations in Bihar.
