The Greater Bengaluru Governance Bill, 2024, proposed by the Karnataka Cabinet, aims to overhaul the city's administrative framework by introducing a multi-tier governance structure. This bill envisions the establishment of the Greater Bengaluru Authority (GBA), which will be responsible for planning and financial oversight across five newly defined zones within Bengaluru.Â
Under this new structure, governance will be managed in a three-tier system: the Chief Minister will oversee the top tier, municipal corporations will manage the middle tier, and ward committees will operate at the local level. This approach is intended to address and enhance governance efficiency across Bengaluru.
The Chief Minister and Bengaluru Development Minister will lead this restructured setup. The proposed changes reflect ongoing discussions and past efforts to reform Bengaluru's civic administration, including a previous attempt by Chief Minister Siddaramaiah to divide the city’s governance into three separate entities. Although that proposal was approved in the Assembly, it was eventually rejected by the Council.
The BJP, which views the current administrative setup as part of its legacy, has a differing opinion on the bill. The city's governance issues are further complicated by the absence of civic elections for the past four years, leading to legal disputes and petitions pending before higher courts.
