During a detailed press conference in Srinagar, Mufti took a firm stance on the nature of political alliances, particularly targeting the National Conference (NC) and Congress alliance. She criticized this alliance for being driven solely by seat-sharing arrangements rather than by any substantive agenda that addresses the core issues facing Jammu and Kashmir. Mufti asserted that her party, the PDP, would only consider an alliance with other parties if they were genuinely committed to adopting the PDP’s agenda, which she emphasized is focused on resolving the deep-rooted challenges that continue to affect the people of Jammu and Kashmir.

Mufti's manifesto reflects a nuanced understanding of the region's unique challenges and aspirations, and it includes several key promises that are aimed at addressing both immediate and long-term needs. One of her primary initiatives is the call for the restoration of trade relations with Pakistan, a move she believes is essential for the economic and cultural integration of the region. Specifically, she advocated for the reopening of the route to Sharada Peeth, a significant Hindu pilgrimage site located in Pakistan-Occupied Kashmir (POK). This call for restoring cross-Line of Control (LoC) trade is part of a broader vision to promote dialogue and peaceful relations with Pakistan, which Mufti argues is crucial for the stability and prosperity of Jammu and Kashmir. The suspension of this trade since 2019, following the abrogation of Article 370 by the Indian government, has been a point of contention, and Mufti’s manifesto seeks to address this issue directly.

Reflecting on her party’s history of alliances, Mufti took a moment to highlight the PDP's past alliance with the Bharatiya Janata Party (BJP), which, despite its controversies, was based on a shared agenda focused on the development and resolution of key issues in the region. The PDP’s manifesto also includes a range of specific promises designed to resonate with voters across Jammu and Kashmir. Among these is a pledge to provide 200 units of free electricity to all households, a policy that aims to alleviate the financial burden on families, particularly during the harsh winters when electricity consumption spikes. Additionally, Mufti promised that her party would ensure free electricity to religious institutions, including temples, mosques, and gurdwaras, as a gesture of respect towards the region's diverse religious communities. Another significant promise is the implementation of the old pension scheme, which has been a longstanding demand of government employees who feel that the current system does not adequately support them in their retirement. The PDP also committed to increasing the honorarium for contractual teachers, recognizing the vital role they play in the education system, and providing free legal aid to those who are currently incarcerated, a move that reflects Mufti’s commitment to ensuring justice and fairness for all.

These upcoming Assembly elections, set to be held in three phases on September 18, September 25, and October 1, hold particular significance as they will be the first since Jammu and Kashmir was restructured as a Union Territory in 2019. The region has been under direct central rule since the dissolution of the Assembly in November 2018, following the collapse of the PDP-BJP coalition government. The results, expected on October 4, will determine not only the political leadership of Jammu and Kashmir but also its future direction as it navigates the complexities of its new status and ongoing challenges.

Mehbooba Mufti’s manifesto and her strategic invitation to the NC and Congress to align with the PDP’s agenda underscore her determination to play a pivotal role in shaping the future of Jammu and Kashmir.
