A US District Court in the Southern District of New York has issued a summons naming the Government of India, National Security Advisor Ajit Doval, and former R&AW chief Samant Goel in connection with an alleged plot to assassinate Gurpatwant Singh Pannun, a prominent leader of the pro-Khalistan organization Sikhs for Justice (SFJ). This development follows a controversial and high-profile case implicating Indian officials in a conspiracy against Pannun, who holds dual US-Canadian citizenship and is a wanted fugitive in India on charges of terrorism.
The summons also includes Nikhil Gupta and Vikram Yadav, two individuals accused about the assassination attempt. Gupta, who was arrested in the Czech Republic in 2023, faced extradition to the US in June 2024 after being charged with involvement in the plot against Pannun. Yadav, a purported officer with India’s Research and Analysis Wing (R&AW), was reported by *The Washington Post* in April 2024 to have been implicated as a key figure in the plot, with then-R&AW chief Samant Goel allegedly endorsing the operation.
The Indian government has reacted strongly to these allegations, denouncing the summons as baseless and politically motivated. Foreign Secretary Vikram Misri has asserted that the charges are "completely unwarranted and unsubstantiated," and has pointed out that the accusations stem from an organization—Sikhs for Justice—that is legally designated as unlawful under India’s Unlawful Activities (Prevention) Act of 1967. This act categorizes SFJ as a threat to national security due to its anti-national activities aimed at disrupting India’s sovereignty and territorial integrity.
