The ceremony, conducted by Governor CP Radhakrishnan, began smoothly until Shinde, in an apparent moment of zeal, interrupted the proceedings to deliver an impromptu address. Deviating from the mandated oath, Shinde praised Shiv Sena founder Bal Thackeray, referring to him as "Hindu Hriday Samrat," and went on to extol Prime Minister Narendra Modi, Union Home Minister Amit Shah, and the people of Maharashtra. Constitutional expert PDT Achary explained the gravity of adhering to the oath's exact format as outlined in the Third Schedule of the Constitution. "The swearing-in ceremony is a solemn occasion," Achary noted, adding that remarks made beyond the official wording do not form part of the official record. In this instance, the Governor intervened to halt Shinde’s speech and instructed him to restart, ensuring the oath was taken in compliance with protocol. While this rectification ensured the validity of Shinde’s appointment, the incident cast a shadow over the ceremony.
The unsanctioned remarks left senior political leaders on stage visibly puzzled and uncomfortable. Among those present were prominent BJP Chief Ministers Yogi Adityanath, Himanta Biswa Sarma, Bhajanlal Sharma, Pushkar Singh Dhami, Mohan Majhi, and Nayab Singh Saini, alongside NDA partners such as Chandrababu Naidu and Nitish Kumar.
